YugoBernie has it right, a more correct statistic is the fraction of posts removed. That statistic alone seems to disprove your "MYTH BUSTED" claim.
What you really want is the fraction of delete-worthy posts actually removed. You have made no attempt to compute that number (nor do I see how you could with a finite amount of work). The fact is, the people with the reputation for being complete jerks a significant fraction of the time do not appear as high on this list as I would have expected.
For the record, I have complained about admin enforcement, but only in that I thought I was deleted unfairly, not that others needed deletion they didn't receive. What I'm trying to say is that I'm not making this post to make any point other than the "MYTH BUSTED" claim is not really supported by the offered evidence.
